Definition: Military doctrine is the fundamental set of principles, tactics, techniques, and procedures that guide the actions of military forces. It represents the distilled lessons of past conflicts combined with projections of future warfare, providing a shared framework for planning, training, and execution.

What is Military Doctrine?

Doctrine bridges theory and practice. It is neither rigid law nor vague philosophy — it occupies the space between absolute rules and pure improvisation. A well-written doctrine document offers authoritative guidance that warfighters adapt to context, mission, and terrain.

The word derives from the Latin doctrina — teaching. Doctrine is, at its core, the institution's collective teaching on how to fight and win. It codifies the answers to: Who does what? With what? How? And why?

Key Principle: Doctrine is not a prescription — it is a framework. Commanders at all levels must exercise judgment in applying doctrine to the specific operational environment. Rigid application without thought is itself a doctrinal violation.

Major Doctrinal Frameworks

🇺🇸 US Joint Doctrine (JP Series)
Joint Publications (JP) are the primary doctrinal documents for the US military. JP 1 (Doctrine for the Armed Forces of the United States) is the capstone. Below it sit keystone documents per function: JP 3-0 (Joint Operations), JP 5-0 (Joint Planning), JP 6-0 (C2). Each service also maintains its own doctrine (FM series for Army, MCWP for Marine Corps, etc.).
🛡 NATO Allied Joint Publications (AJP)
NATO's doctrine system uses Allied Joint Publications as the capstone and Allied Tactical Publications (ATP) for tactical-level detail. AJP-01 is the capstone Allied Joint Doctrine. NATO doctrine is the product of consensus across member states and therefore inherently more conservative but optimised for coalition interoperability.
🇬🇧 British Defence Doctrine (BDD / JDP)
British doctrine is published under the JDP (Joint Doctrine Publication) series. JDP 0-01 is the capstone. The UK places significant emphasis on Mission Command (Auftragstaktik heritage), adaptability, and joint integration. The conceptual component of fighting power (doctrine, concepts, education) is explicitly recognised.
🌍 Emerging Regional Frameworks (MENA)
Gulf Cooperation Council (GCC) states have increasingly developed indigenous doctrine informed by US, NATO, and UK frameworks, adapted to the regional strategic environment. The UAE, Saudi Arabia, and others have invested in doctrine development as part of broader military professionalisation programmes under Vision 2030 and similar national strategies.
History of Military Doctrine

Military doctrine has evolved continuously over millennia. From Sun Tzu's The Art of War to modern multi-domain operations concepts, each era's doctrine reflects the technology, politics, and lessons of its time.

Key Evolutionary Milestones

~500 BC – Classical Era
Sun Tzu's Art of War and Greek Phalanx doctrine. Emphasis on manoeuvre, deception, and the moral factors of war. Thucydides documents lessons from the Peloponnesian War.
~1800 – Napoleonic & Clausewitzian
Napoleon's corps system and operational manoeuvre. Clausewitz's Vom Kriege (On War) introduces concepts of the Culminating Point, Centre of Gravity, and Friction — still fundamental today.
1914–1918 – Industrial Warfare
WWI shatters pre-war doctrine. Emergence of combined arms (infantry + artillery + armour). Germany develops Stormtrooper (Stosstruppen) infiltration tactics that presage Blitzkrieg.
1939–1945 – Blitzkrieg to AirLand
German Blitzkrieg operationalises deep manoeuvre. Allied doctrine evolves toward joint operations, logistics mastery, and strategic bombing. D-Day as the ultimate joint doctrine test.
1982 – AirLand Battle (FM 100-5)
US Army's revolutionary doctrine responding to Soviet threat. Introduces deep battle, initiative, agility, synchronisation. Direct precursor to Gulf War success in 1991.
2000s – Effects-Based & COIN
Post-9/11: Counter-insurgency (COIN) doctrine (FM 3-24, Petraeus/Mattis) reorients from peer-state to irregular warfare. Effects-Based Operations (EBO) introduced then controversially retired.
2016–Present – Multi-Domain Operations
US Army's MDO concept. Integrated deterrence across Land, Sea, Air, Space, Cyber, and the Information environment. Great Power Competition drives return to peer-adversary thinking.

Doctrinal Lesson: Armies that fight the last war by applying outdated doctrine — without revising it to reflect changed technology and adversary capabilities — pay in blood. Doctrine must be a living document, subject to continuous review.
Principles of War

The Principles of War are not rules — they are enduring observations on the nature of conflict, distilled from centuries of military history. They apply across all levels of war and all domains.

The Nine Principles (US / UK Standard)

    Objective Direct every military operation toward a clearly defined, decisive, and achievable goal. All effort must be aligned to a unified purpose; diffuse objectives dissipate combat power.
  • 02
    Offensive Seize, retain, and exploit the initiative. The offensive allows freedom of action, imposes your will on the enemy, and generates momentum. Even a defensive posture requires offensive elements.
  • 03
    Mass Concentrate the effects of combat power at the decisive place and time. Mass does not mean large numbers — it means concentrated effects that overwhelm the adversary at the critical point.
  • 04
    Economy of Force Allocate minimum essential combat power to secondary efforts. The corollary of Mass: you cannot concentrate everywhere; non-decisive areas must accept risk.
  • 05
    Manoeuvre Place the enemy in a position of disadvantage through the flexible application of combat power. Manoeuvre creates physical, temporal, and psychological dilemmas for the adversary.
  • 06
    Unity of Command For every objective, ensure unity of effort under one responsible commander. In coalition operations, Unity of Effort (coordination without single command) may substitute where Unity of Command is impractical.

    Security Never permit the enemy to acquire an unexpected advantage. Protect the force from surprise and preserve freedom of action. Security is not timidity — it enables offensive action.

    Surprise Strike the enemy at a time or place, or in a manner, for which he is unprepared. Surprise multiplies the effects of combat power disproportionately and can compensate for numerical inferiority.

    Simplicity Prepare clear, uncomplicated plans and clear, concise orders. Friction and fog of war degrade all plans — simple plans survive degradation; complex ones collapse.

Military doctrine organises warfare into three mutually reinforcing levels. Understanding the level at which a decision or action belongs is fundamental to sound military planning and proper delegation of authority.

Strategic Level

Strategy translates national policy into military objectives and allocates national resources. It spans the grand-strategic (whole-of-government) and military-strategic (armed forces) layers. Key outputs: strategic guidance, campaign authorities, coalition frameworks.

Operational Level

The operational level links strategic ends to tactical means through the design, organisation, and conduct of campaigns. Operational Art is the skill of translating strategic requirements into operational actions — the design of campaigns, sequencing of battles, and management of forces across time and space.

Tactical Level

Tactics are the employment of units in combat. Tactical actions are typically shorter in duration, smaller in geographic scale, and more immediately kinetic. Tactics focus on how to fight, while strategy focuses on whether to fight and for what.

The classic distinction: A tactician asks "How do I take this hill?" An operational commander asks "Which hill must be taken and when, as part of the campaign?" A strategist asks "Should we be here at all, and what does taking this hill achieve nationally?"

Operational Planning

Operational planning is the process by which commanders and staffs translate strategic direction into executable plans. Multiple planning methodologies exist across different services and alliances; all share a common logic.

Common Planning Logic

Step 1 · Mission Analysis
Understand the higher commander's intent and the operational environment. Identify constraints and restraints, specified and implied tasks. Produce a restated mission (Commander's Mission Statement) and initial Commander's Intent (Purpose, Method, End-State).
Step 2 · Course of Action Development
Generate multiple feasible, acceptable, suitable, distinguishable, and complete (FASDC) options. Each COA should offer different risk profiles and approaches. Planners avoid satisficing at this stage — generate genuine alternatives.
Step 3 · War Gaming
Stress-test COAs against a thinking adversary using the Action–Reaction–Counteraction methodology. Identify decision points, critical events, and branches. Most staff processes under-invest in war gaming — this is where most planning failures originate.
Step 4 · COA Comparison & Decision
Compare COAs against evaluation criteria (typically derived from mission and commander's guidance). Brief advantages and disadvantages. Commander selects a COA or directs modification. This is the Commander's decision point — not a staff consensus.
Step 5 · Orders Production
Convert the plan into executable orders: OPORD (Operation Order), WARNO (Warning Order), FRAGO (Fragmentary Order). Five-paragraph OPORD format: Situation, Mission, Execution, Service Support, Command & Signal.

Rapid Planning: In time-constrained environments, commanders use abbreviated planning (Troop-Leading Procedures for small units; TTLP) that compresses the full planning process while preserving its essential logic. The planning horizon shrinks; the structure does not.
Command & Control (C2)

Command and Control is the exercise of authority and direction by a properly designated commander over assigned forces to accomplish the mission. C2 is not an administrative function — it is the central enabling capability of military operations.

Mission Command

Mission Command (or Auftragstaktik) is the doctrine of delegating authority to the lowest level capable of achieving the objective. Commanders state the task and purpose; subordinates determine how. This enables decentralised execution that is faster than any adversary using centralised control.

    Exercise Disciplined InitiativeAct in the absence of orders, within the commander's intent. Initiative without discipline creates fratricide and confusion; discipline without initiative creates paralysis.

    Use Mission OrdersSpecify what to achieve, not how to achieve it. Over-specification of method undermines subordinate judgment and slows decision cycles.

    Accept Prudent RiskRisk is inherent in war. The commander's role is not to eliminate risk but to accept prudent risk in pursuit of decisive advantage. Excessive caution is itself a form of failure.

Manoeuvre Theory

Manoeuvre warfare seeks to shatter the enemy's cohesion and will to fight through shock, speed, and disorientation — rather than attriting through firepower alone. Its intellectual foundation is the OODA Loop.

John Boyd's insight: the side that completes the Observe–Orient–Decide–Act cycle faster and more accurately than the adversary will dominate the engagement. Orientation is the critical node — it is shaped by culture, experience, doctrine, and mental models. Attack the adversary's ability to orient, and their decision cycle collapses.

Pass through gaps in the enemy's defensive line without decisive engagement. Exploits seams and maintains speed over firepower.

Rupture the enemy front at one or more points to disrupt, encircle, or exploit through. Requires superiority at the decisive point.

Fires & Effects Doctrine

Fires doctrine addresses the employment of weapons systems and non-kinetic capabilities to create specific effects — lethal or non-lethal — on adversary targets. Modern doctrine integrates fires across all domains and with manoeuvre, information, and cyber operations.

Joint Fires Integration

Multi-Domain Operations (MDO) Concept

MDO is the US Army's answer to great-power competition. It envisions forces that can penetrate and dis-integrate adversary anti-access / area denial (A2/AD) systems by creating temporary windows of advantage across all domains simultaneously, then exploit them before the adversary can respond.

Space relevance: GPS denial, satellite communications jamming, and anti-satellite (ASAT) weapons mean space is no longer a sanctuary. Doctrine must account for degraded and denied space environments. USSF Doctrine Foundations

The United States Space Force (USSF, est. 2019) published Spacepower (2020) as its capstone doctrine. It introduces the concepts of Space Superiority, the Space Warfighting Construct, and the role of the Service Component Commander for Space (COMSPOC / SPACECOM) in joint operations. NATO doctrine now includes space as an operational domain following the 2019 London Declaration.

Resilient Architectures Doctrine

PACE Planning for Space
Primary–Alternate–Contingency–Emergency (PACE) planning ensures that critical space-dependent functions have fallback solutions. If GPS is denied (Primary), units fall back to INS/GLONASS (Alternate), then to celestial/terrain navigation (Contingency), then to dead reckoning (Emergency). Doctrine requires PACE plans for every space-dependent capability.
Disaggregation & Proliferation
Replace single-point-of-failure exquisite satellites with proliferated LEO constellations. Harder to target in mass; reduces consequence of individual satellite loss. Commercial operators (SpaceX Starlink, Planet, HawkEye 360) augment military capability per Space Commerce doctrine.
On-Orbit Servicing & Manoeuvre
Emerging doctrine addresses satellite manoeuvre as a defensive measure, rendezvous-and-proximity operations (RPO) as both offensive and defensive tools, and on-orbit servicing (refuelling, repair) as a means to extend asset life and confound adversary targeting.
Cyber & Electronic Warfare Doctrine

Cyber and EW doctrine addresses the use of the electromagnetic spectrum and cyberspace to attack adversary information systems, disrupt communications, and protect own capabilities from the same.

Protect DoD/allied networks and systems. Internal (DCO-IDM: response within own network) and Response Action (DCO-RA: actions outside own network per authority). Zero-trust architecture foundation.

DoDIN Operations
Day-to-day operation and defence of the DoD information networks. IT management, patching, access control — the foundation that enables both offensive and defensive cyber operations.

Intelligence Doctrine

Intelligence doctrine establishes how commanders and staffs collect, process, exploit, and disseminate information about adversaries and the operational environment to support decision-making.

Intelligence Preparation of the Battlefield (IPB)

IPB is a systematic, continuous process of analysing the adversary and the operational environment to support decision-making. Four steps: Define the operational environment → Describe environmental effects → Evaluate the threat → Determine threat courses of action (SITTEMP / DOCTEMP). IPB drives the COA development process by surfacing adversary likely and dangerous COAs.
Doctrine Glossary
A2/AD — Anti-Access / Area Denial
Strategies and capabilities designed to prevent adversary entry into or manoeuvre within an operational area. A2 targets long-range approach; AD targets forces already in the theatre.
ADCON — Administrative Control
Direction or exercise of authority over subordinate organisations in respect to administration and support, distinct from operational control and tasking authority.
AOR — Area of Responsibility
The defined geographic area assigned to a Combatant Command within which it has authority to conduct operations and is responsible for military activities.
ASAT — Anti-Satellite Weapon
A system designed to disable or destroy satellites in orbit. Categories include co-orbital, direct-ascent kinetic, directed energy, and cyber ASATs.
Auftragstaktik — Mission Command
German concept of decentralised command in which subordinates are given a task and its purpose, then empowered to determine the method. Foundation of modern Western command doctrine.
C2 — Command and Control
The exercise of authority and direction by a properly designated commander over assigned forces to accomplish the mission. Includes the systems, processes, and people enabling it.
CCIR — Commander's Critical Information Requirements
Information the commander identifies as critical to facilitating timely decision-making. Comprises PIRs (Priority Intelligence Requirements) and FFIRs (Friendly Force Information Requirements).
Centre of Gravity (COG)
Clausewitzian concept: the primary source of power that provides a force with its ability to act and will to fight. Attacking the enemy COG is the most efficient path to victory. Every friendly force also has a COG that must be protected.
COA — Course of Action
A potential option that a commander may use to accomplish an assigned mission. Evaluated as feasible, acceptable, suitable, distinguishable, and complete (FASDC) before briefing the commander.
Combined Arms
The synchronised and simultaneous application of arms (infantry, armour, fires, aviation, engineering, logistics, etc.) in mutually supporting combination to achieve effects greater than each alone. Dilemma posed to the adversary is the doctrinal logic.
Culminating Point
The point in time or space at which an attacking force no longer retains the capability to continue operations or to achieve its objective and may be vulnerable to a successful defence or counterattack. From Clausewitz.
Deterrence
The prevention of action by the existence of a credible threat of unacceptable counteraction. Requires capability, resolve, and communication of both to the adversary. Types: deterrence by punishment and deterrence by denial.
EMCON — Emission Control
The selective and controlled use of electromagnetic, acoustic, and other emitters to optimise C2 capability while minimising detectability. Levels 1–4 indicating allowed emission categories.
EW — Electronic Warfare
Military action involving the use of EM energy and directed energy to control the electromagnetic spectrum (EMS) or attack the enemy. Three divisions: EA, EP, ES.
FRAGO — Fragmentary Order
An abbreviated form of an OPORD issued as needed to change or modify a previous order, or to execute a branch or sequel to an approved OPORD. Contains only those elements that have changed.
Friction (Clausewitz)
The sum of all factors that make apparently simple military actions difficult in practice — the difference between war on paper and war in reality. Doctrine, training, and leadership reduce friction; they cannot eliminate it.
GEOINT — Geospatial Intelligence
Intelligence derived from the exploitation and analysis of imagery and geospatial information describing, assessing, and visually depicting physical features and geographically referenced activities on Earth. Products: imagery, maps, terrain analysis.
GPS — Global Positioning System
US-operated GNSS providing PNT services globally. Military code (M-code) provides encrypted, anti-jam capability to authorised users. Recognised as a critical vulnerability and potential adversary target in all modern conflict scenarios.
IPB — Intelligence Preparation of the Battlefield
A systematic, continuous process of analysing the threat and environment in a specific geographic area to support staff estimates and commander decision-making. Produces the basis for COA development.
ISR — Intelligence, Surveillance, and Reconnaissance
An integrated activity that synchronises and integrates the planning and operation of sensors, assets, and processing, exploitation, and dissemination systems to support direct operations and enabling intelligence planning and production.
J2/J3/J5 — Joint Staff Functions
Joint staff structure: J1 (Personnel), J2 (Intelligence), J3 (Operations), J4 (Logistics), J5 (Plans), J6 (C2 Systems), J7 (Training), J8 (Resources). NATO uses G-staff (G2, G3, etc.) at land component level.
LOAC — Law of Armed Conflict
The body of international law that governs the conduct of armed conflict. Key principles: military necessity, distinction, proportionality, and humanity. Geneva Conventions and Hague Regulations are primary sources.
LOE — Line of Effort
A line that links multiple tasks using the logic of purpose rather than geographical reference to focus efforts towards establishing operational and strategic conditions. Used in complex, non-linear operations (COIN, stability ops).
Main Effort
The activity designated by the commander as the focus of the force's combat power at any given time. Main effort receives priority of resources and support. The commander's intent drives where the main effort is and when it shifts.
MDO — Multi-Domain Operations
The US Army concept for how Army forces, as part of a joint force, contest adversaries across all domains (Land, Sea, Air, Space, Cyberspace) and the Information Environment to enable the joint force to compete, penetrate, dis-integrate, and exploit.
OPCON — Operational Control
The authority to perform functions of command over subordinate forces including organising and employing commands and forces, assigning tasks, designating objectives, and giving authoritative direction necessary to accomplish the mission.
OPORD — Operation Order
A directive issued by a commander to subordinate commanders for the purpose of effecting coordinated execution of an operation. Five paragraphs: Situation, Mission, Execution, Service Support, Command and Signal.
PIR — Priority Intelligence Requirement
An intelligence requirement, stated as a priority for intelligence support, that the commander and staff need to understand the adversary or the operational environment. A subset of CCIRs focused on enemy and environment.
PNT — Position, Navigation, and Timing
Critical space-derived service underpinning precision munitions guidance, logistics, synchronisation, and command systems. GPS jamming and spoofing threaten PNT availability in contested environments; doctrine requires resilient alternative solutions.
SATCOM — Satellite Communications
Communications conducted via satellite systems. Enables global reach-back, real-time ISR data links, and beyond-line-of-sight command. Vulnerability to jamming, spoofing, and kinetic attack is a doctrinal planning consideration.
SSA — Space Situational Awareness
Comprehensive knowledge of population, threats, and environment of space including debris, active/inactive satellites, and potential adversary RPO activities. Enables characterisation of the space operational environment and threat detection.
TACON — Tactical Control
The detailed direction and control of movements or manoeuvres within an operational area necessary to accomplish missions or tasks assigned. More limited than OPCON; typically for specific local actions.
Transitions (Doctrinal)
The planned change of posture within an operation: attack to defence, defeat to stability, combat to COIN. Transitions are frequently the most dangerous and logistically demanding phases; doctrine requires explicit planning and sequencing.
